As an admin of a phpBB forum elsewhere on the net, you have my sympathy. Our approach was to stop new users being able to activate their own memberships of the forum. It does mean that the two active admin folks now have to assess each forum application and choose to activate or delete them. As our judgement we use https://www.stopforumspam.com/search and https://whois.domaintools.com/ by inputting the applicant’s IP address and see if the outcome is suspicious – usually obvious. The e-mail address can also be put into https://www.stopforumspam.com/search to see if that has shown up elsewhere. If the decision is to delete them, then we also ban their e-mail address and IP address from being used again in an application. Each application can normally be dealt with in under a minute. It is nuisance value having to go through that process, but it is generally easier than having to delete spam posts on the forum which intrude on the genuine forum members use of the forum.
